Willistown Township Sewerage Management Study

At their public meeting on May 6, 2024, the Board of Supervisors contracted with Matthew Brown, P.E., DEE and ARRO Consulting, Inc. to perform a Sewer System Management Study. 

Goal of the Study/Analysis: 

After careful examination of available data and information, consideration of input from a broad cross section of Key Third Parties and Township management and staff, and evaluation of regulatory and legal structural accommodations, provide to the Township Board of Supervisors a report which presents prioritized options, with respect to the ownership, management, and operation of the Willistown Township sewerage systems.

Study/Analysis Approach:

To determine if and why the current organizational structure and methods of operation need to be revised, consultants will:

  1. Interview Township elected officials and staff including but not limited to the Supervisors, the Manager, the Finance Director, select Public Works personnel, and any internal personnel who may add insight toward reaching the study goal.
  2. Interview Key Third Parties and Township service providers including but not limited to the Township Solicitor, Consulting Engineers, Sewer System Contract Operators, Auditors, adjacent sewer utilities (i.e. VFSA), Regulators (PADEP) and residents/members of the community.
  3. Complete a data review of currently available information involving financial, organizational structure, system condition and valuation, regulatory documents (i.e. operating permits, Chapter 94 Reports), capital planning documents and Township planning documents. It is not the intent of the study to independently develop any of these documents but to use the available information.
  4. Develop a list of organizational and structural options for the future operation and management of the sewerage system considering operational, financial, and service optimization.
  5. Prepare a report delineating the options and providing a recommendation for the consideration of the Township Board of Supervisors.
  6. Prepare a general “roadmap” on how to undertake the recommended option.

It is the consultants’ intent to be present at three (3) Board of Supervisors’ meetings during the six (6) month study period to provide updates to the Board of Supervisors and the general public.   Conclusions or opinions will not be presented until the study/analysis is complete. Once the study/analysis is complete, consultants will attend a public presentation to present the findings of the study/analysis and answer any questions from the Township officials and the residents.

Final Report

At the Board of Supervisors meeting on September 30, 2024, Mr. Brown presented a summary of his report, including conclusions and recommendations for the Board. Resident sewer users and other interested members of the public are invited to read the final report at the link below. 

Wastewater Management Study Report

Mr. Brown and representatives from ARRO will attend the Board meeting on October 28, 2024 to speak more about the study, conclusions, and answer questions from the Board and the public.
