Jeff was born and raised in West Chester, Pennsylvania, and is a proud graduate of West Chester University, where he earned a bachelor’s degree in criminal justice. He began his law enforcement career in 1997 with the East Whiteland Township Police Department before joining the Willistown Township Police Department in 1999.
After several years in patrol, Jeff was assigned to the department’s Criminal Investigation Unit in 2004, where he served with distinction until his promotion to Sergeant in 2012. As Sergeant, he continued to supervise the Criminal Investigation Unit, providing leadership and guidance in complex investigations. In 2019, Jeff was promoted to Lieutenant, overseeing departmental operations and was promoted to Captain in April 2025, to then Chief in July 2025.
Jeff also served on the West Chester Emergency Response Team for 17 years, holding several key leadership positions including Assistant Team Leader, Team Leader, and Assistant Team Commander before stepping down from the team.
Jeff is a graduate of the prestigious FBI National Academy (Session 278) and has also completed the FBI LEEDA Trilogy leadership training program, which reflects the department’s strong commitment to professional development and excellence in law enforcement leadership.
