[ARCHIVED] Proposed Ordinance for Adoption

A Summary of the Proposed Ordinance Follows:

AN ORDINANCE AMENDING CHAPTER 46 OF THE CODE OF WILLISTOWN TOWNSHIP BY CHANGING THE NAME OF THE RECYCLING COMMISSION TO THE ENVIRONMENTAL SUSTAINABILITY COMMISSION AND EXPANDING ITS POWERS AND DUTIES. EFFECTIVE FIVE DAYS FROM ENACTMENT. 

Section 1. Change the title of Chapter 46 of the Willistown Township Code of Ordinances (the Recycling Commission to the Environmental Sustainability Commission. 

Section 2. Amends Chapter 46-1 of the Code to change the name of the Recycling Commission to the Environmental Sustainability Commission.

Section 3. Amends Chapter 46-2 of the Code to expand the powers and duties of the Environmental Sustainability Commission. 

Sections 4 & 5. Provides for severability and states that the ordinance is effective five days after enactment.

Section 46-2: 
Powers and Duties:

A. To conduct a survey of all avenues of recycling as required by Act 101 and to act in collaboration with all appropriate groups within Willistown Township with respect to such survey. 

B. To implement a sound recycling program in conjunction with the Board of Supervisors as required by Act 101. Additionally, to sponsor public educational forums for township constituents; to develop, in partnership with the Board of Supervisors, residents and businesses, a culture of environmental, economic, and social sustainability. This is to be done by utilizing innovation, education, communication, and comprehensive and strategic planning.

C. To cooperate with and enlist cooperation from relevant Chester County organizations, the Commonwealth of Pennsylvania and other local, state and national recycling organizations.

D. To keep abreast of technical literature, reports and documents relevant to reducing, reusing, and recycling; and to be proactive in identifying and promoting innovations centered on environmental sustainability in Willistown Township.

E. To promote public interest in the work of the Commission by carrying out a public relations program and by other appropriate means.

F. To perform such duties and undertake such other responsibilities as may be delegated to the Commission from time to time by the Board of Supervisors.
