Public Notice - PROPOSED Ordinance - Zoning Amendments

NOTICE IS GIVEN that the Board of Supervisors of Willistown Township will consider enactment of the following ordinance at its public meeting on August 14, 2017 at 7:00 PM, in the Willistown Township Meeting Room at 688 Sugartown Rd., Malvern, Pennsylvania 19355. A full text copy of the ordinance is available for public examination without charge or may be obtained for a charge not greater than the cost thereof at the Township Offices located at 688 Sugartown Road, Malvern, PA  19355 during regular business hours. A summary of the text of the ordinance is as follows: 

 

AN ORDINANCE AMENDING CHAPTER 123 OF THE CODE OF ORDINANCES OF WILLISTOWN TOWNSHIP, BEING THE SUBDIVISION AND LAND DEVELOPMENT ORDINANCE, IN ORDER TO MODIFY REFERENCES IN §123-14 TO THE APPROPRIATE CODE SECTION AND TO STRENGTHEN PROVISIONS FOR SHARED ACCESS DRIVEWAYS, AND AMENDING CHAPTER 139 OF THE CODE OF ORDINANCES OF WILLISTOWN TOWNSHIP, BEING THE ZONING ORDINANCE, IN ORDER TO CLARIFY THE SIGN PROVISIONS OF ARTICLE XVIII AND THE VOLUMETRIC EXPANSION OF HISTORIC RESOURCES. EFFECTIVE FIVE DAYS FROM ENACTMENT.

 

Section 1 amends § 123-14 of the Willistown Township Subdivision and Land Development Ordinance (“SLDO”) to correct cross-section referencing.

Section 2 amends § 123-33 of the Willistown Township SLDO by adding subsection D, regarding shared access easements when lots share a common driveway, and Subsection E, regarding joint private access and affiliated access easements for lots fronting on arterial and collector streets.

Section 3 amends § 123-46(C) of the Willistown Township SLDO to make shared access easements a mandatory prerequisite to approval of shared driveways and other access arrangements, as well as detailing the minimum requirements of such easements.

Section 4 replaces § 139-110(J) of the Willistown Township Zoning Code with language regarding business, commercial, or industrial sign usage and location. The new language details general standards relating to all business, commercial, or industrial districts, as well as delineates which districts allow for wall signs, projecting signs, ground signs, and window signs.

Section 5 amends § 139-110(L) of the Willistown Township Zoning Code to limit temporary event signage displays to sixty (60) days or less.

Section 6 amends § 139-110 of the Willistown Township Zoning Code by adding subsection N, regarding vertical flag pole signs, subsection O, regarding signs in residential districts, and

subsection P, regarding signage in overlay districts. 

Section 7 amends § 139-111(F) of the Willistown Township Zoning Code to restrict the height of signs that are erected upon or project above a roof of any building, and any freestanding signs, to no more than 15 feet.


Section 8 amends § 139-173(A)(4) of the Willistown Township Zoning Code to clarify the method for determining design standards for volumetric expansion of historic resources.

Section 9 provides an effective date of five (5) days from the date of enactment.
